Japanese Cultural Grant Aid to Egypt
What is Cultural Grant Aid ?
Cultural Grant Aid is a scheme whereby up to ¥50 million per
project can be granted to cover the procurement cost of equipment
to be used for various cultural and educational activities as well
as the cost of equipment transportation and installation. Since
its launch in FY 1975 up to FY 2000, Japan granted a total amount
of ¥43,982.9 million for 1,072 projects in 124 countries / areas
under this scheme. The equipment provided for developing countries
under the scheme is playing an important role in the preservation
of cultural articles and cultural heritage, the implementation of
various projects at theatres and museums and the promotion of
educational and research activities.

Eligible Products and Equipment
Cultural grant aid provides funds for the purchase of equipment or
construction and improvement of facilities to
be used for the promotion of culture or higher education in the
recipient country and of services necessary for the transportation
and installation of this equipment. There is a ceiling of Y300
million per case. Personnel and other expenses for the operation
of seminars and projects are not eligible. Regarding
equipment, equipment that is not directly connected with the
promotion of culture or higher education, expendables, and very
high-tech equipment are not eligible. Also, in principle only
Japanese-made goods are eligible.
Examples of Eligible Equipment

Theaters:
Acoustic and stage lighting equipment for a theater aimed at
promoting theatrical performances such as dramas, concerts and
operas.

Musical instruments:
instruments for orchestras, instruments for educational purposes
in music schools, etc.

Equipment for cultural
facilities: sound and lighting equipment for theaters, exhibiting
equipment for museums, audiovisual equipment for culture halls,
etc.

Universities:
Laboratory equipment for the study of foreign languages and
for experiments aimed at improving science education.
- Japanese
language education equipment: language lab equipment for
Japanese language study, etc.
- Equipment for
educational facilities: audiovisual equipment, experiment
equipment, equipment for producing teaching materials, etc.
- Program
software: basically documentaries and items for use in higher
education (excluding children's programs and programs for use
in lower grades).
- Sports
equipment: equipment for judo, gymnastics, athletics, etc.
(excluding balls and rackets).
- Symphony
orchestras:
Musical instruments that complement those that orchestras
already have on hand.
- Libraries:
Microfilm equipment for the preservation of historical
documents in libraries and equipment to produce video programs
accessing all the documents in their care.
- Facilities
for preservation and restoration of cultural heritage:
Cranes for the restoration of cultural heritage, equipment for
processing stones, underground radar equipment for excavation,
and equipment for X-ray analysis.
- TV and radio
stations:
Video filming and editing equipment for the production of
educational and cultural programs, as well as studio lighting
and acoustic equipment.
Eligible Recipients

Government agencies of the recipient country
>> e.g. Ministry of Culture, Sports Agency.

Public agencies and organizations
>> e.g. Judo (Sports) Federation, public educational television
channels, national museums, national orchestras, national
universities.

Local governments
>> e.g. City halls, local sports divisions, local symphony
orchestras.
Follow-up Surveys to Evaluate Aid
Evaluation surveys are conducted to determine how the
equipment purchased and installed through cultural grant aid
is being used. The purpose is to ensure more efficient
implementation of cultural grant aid in the future by drawing
lessons from the results of the surveys. Within a few years
after the installation of the equipment to be assessed, either
(1) a survey will be conducted by a survey mission dispatched
from Japan with the cooperation of experts related to the
region and the equipment, or (2) a survey will be conducted by
officials from the Japanese Embassy in the recipient country.
