JAPAN extended concessional loans to Egypt in order to assist
Egypt to implement large-scale economic infrastructure projects
such as Al-Dekheila Integrated Steel Mill and the Suez Canal
Expansion Project. Since 1991, Japan has stopped extending new
loans because of the debt rescheduling for Egypt, but new three
candidate projects were formally applied for the government of
Egypt to Japan in 1999.
On June 18, 2003, the Japanese Ambassador in Cairo Mr. Kazuyoshi
URABE and Minister of State for Foreign Affairs, Dr. Fayza Abou
Al-Naga signed the agreement, which extends a soft loan amounting
to 8 billion yens for the execution of the Cairo-Alexandria
transmission system project. This project will establish a new
transmission line between Cairo and Alexandria and a sub-power
station.
Further more, on October 27, 2003, Japanese Foreign Miniter, Ms.
Yoriko Kawaguchi, and Minister of State for Foreign Affairs, Dr.
Fayza Abou Al-Naga signed the agreement, which extends a soft loan
amounting to 13.5 billion yens for the execution of the Zafarana
wind power plant project. This projest will establish a set of new
power plants with the capacity of 120 MW in Zafarana area, 220 km
southeast of Cairo.
These projects are expected to significantly contribute toward
solving the current power shortage in Egypt.
The soft loans offered by Japan to Egypt(E/N based)amount to 682
billion yen (LE 23 billion) and Egypt is the largest recipient of
Japanese bilateral aid in the Middle East.
