Recruitment of an External Consultant for Grant Assistance for Grassroots Human Security Projects

The Embassy of Japan in Egypt hereby announces that we are recruiting an external consultant for Grant Assistance for Grassroots Human Security Projects based on a commission contract with the embassy. ◆Grant Assistance for Grassroots Projects
The Japanese Government offers financial assistance for development projects designed to meet the diverse needs of developing countries as a part of Japan’s ODA. Known as "Grant Assistance for Grassroots Projects (GGP)”, this scheme supports projects proposed by various bodies such as non-governmental organizations (NGOs), local government authorities, etc.. The GGP program has acquired an excellent reputation because it provides flexible and timely support to development projects at the grassroots level. In Egypt, GGP have contributed to refurbishment of primary schools, construction of medical clinics, micro finance to proprietors and others.

I. Job description and responsibilities

An external consultant for Grant Assistance for Grassroots Human Security Projects is in charge of, but not limited to, the following tasks.
 
  • Manage projects during the different phases of project life cycle, initiating, executing, monitoring and closing.
  • Communicate and coordinate with local NGOs and other potential applicants.
  • Examine applications from financial and technical aspects.
  • Conduct field surveys in the course of examination.
  • Monitor and Follow-up the disbursement and utilization of grants.
  • Prepare relevant reports, as well as other required documents
  • Arrange and organize holding different ceremonies related to projects.

II. Duration of the contract

From the beginning of November 2021 (subject to negotiation) till the end of March 2022
*Duration of the contract can be extended based on good performance.
 

III. Remuneration

The remuneration will be decided based on capacity, skills and experiences of the applicant, pursuant to the rules and framework of the Government of Japan for external consultants for Grant Assistance for Grassroots Human Security Projects.
 

IV. Skills and qualifications

  1. Fluency in English and Arabic; oral and written proficiency is a requisite skill (knowledge of Japanese language will be an added advantage).
  2. Knowledge of project management and stakeholder management.  
  3. Sufficient experience and knowledge of socio-economic development field.
  4. Computer skills (particularly, Microsoft Office).
  5. Creative problem solving and effective communication skills.
  6. Egyptian nationality
  7. Residence in the vicinity of Cairo for daily commute to the Embassy of Japan.

  1. 1st stage: Screening of Application Documents
      *Result will be informed to shortlisted applicants in the first half of September.
  1. 2nd stage: Interview and Exam at the Embassy of Japan in Egypt
*Result will be informed to applicants in the second half of September.

IX. Important notice

  1. An external consultant is NOT employed by the Embassy of Japan as an official or a local staff. The consultant is to be commissioned some parts of operations of the Grant Assistance for Grassroots Projects pursuant to the contract.
  2. Welfare benefits that are included in normal employment contracts for officials and local staffs are NOT applied to an external consultant.
  3. An external consultant owes the duty of confidentiality. The consultant is NOT allowed to disclose any information obtained in the process of project operations.
