Exchange of Notes on 'Greater Cairo Metro Line No.4 Phase 1 Project (II)'
On December 26th, 2022, Mr. OKA Hiroshi, Ambassador of Japan to Egypt signed and exchanged notes with H.E. Dr. Rania Al-Mashat, Minister of International Cooperation, at the Ministry of International Cooperation, as the yen loan 'Greater Cairo Metro Line No.4 Phase 1 Project (II)', with a limit of 41 billion yen. The exchange of Notes was followed by the signing of Loan Agreement between H.E. Lt. Gen. Kamel El Wazir, the Minister of Transport, and Mr. SHINO Masao, Senior Representative of Japan International Cooperation Agency (JICA) Egypt Office.
Under this cooperation, the Special Terms for Economic Partnership (STEP) conditions are applied and the Japanese railway technology will be used to support the construction of an underground railway (16 stations, approximately 19 km) connecting central Cairo and the Pyramids area. This second yen loan is following the first a yen loan of 32.717 billion yen granted in March 2012 to advance the construction of the Greater Cairo metro line 4.
The construction of a metro line in the south-western part of the Cairo metropolitan area is expected to meet the increasing traffic demand and alleviate traffic congestion, which is becoming increasingly serious, and to further stimulate tourism by connecting the center of Cairo with the Pyramids and the Grand Egyptian Museum, which Japan is currently helping to develop, thereby contributing to the development of the Egyptian economy.
